Policy Statement
Purpose of this policy
The College is interested in supporting diverse communication channels while maintaining the quality, physical appearance and cleanliness of its campus facilities. In addition, the College must comply with City, State, and Federal regulations and ensure the health and safety of its community. This policy provides guidelines which outline the size, time, place, and manner of materials placed or posted on the college’s buildings.
Campus Posting Policy
- Posting information is only permitted on bulletin boards.
- No poster, handbill or any other form of announcement may be placed on, attached to, or written on any structure or natural feature of the campus such as doors of buildings/rooms, windows, building or directional signs, the surface of walkways or roads, fountains, posts, waste receptacles, or trees, classroom blackboards, the backs of classroom seating or any other surface. Graffiti is considered a posting, and will be removed.
- Postings not on bulletin boards will be taken down.
- Postings must abide by all college policies that include but are not limited to the student code of conduct, collective bargaining agreements, staff handbook and faculty handbook.
- The views expressed are those of the posting agent, not those of the college.
Procedures
General guidelines
Postings on campus bulletin boards are subject to the following conditions:
- Posted material must clearly indicate the name of the sponsoring person or organization, date of the event/deadline and contact information. Materials that do not identify the sponsoring person or organization or the date of the event will be removed.
- Removal of signs, other than by the posting party, or CCA staff acting pursuant to their assigned or delegated duties, is prohibited.
- The individual, organization, department or office responsible for postings shall be responsible for their removal no more than two weeks after posting; if it is advertising an event, forty-eight hours after the event is over. In order to ensure maintenance of an uncluttered and safe campus, the college reserves the right to remove signage if it is not in compliance with college policy, e.g., posted for more than two weeks or for an event that has taken place. All campus postings will be removed at the end of the Fall, Spring, and Summer semester.
- There is a limit of one notice per activity/event per bulletin board. Information must be affixed to the bulletin board in a manner which will not damage the surface to which it is affixed, i.e. push pins or tacks in cork boards, or blue carpenters’ tape on wood doors and glass.
- Postings sponsored by campus departments and organizations, including announcements and events should generally be 8.5" x 11" in size and should not exceed 16" x 20".
- Exceptions to the size and the amount of time that the material is posted may be considered for those campus postings deemed central to the academic mission of the college and/or identified as an institutional event (such as a lecture series or material for academic critique, for example).
- Postings containing defamation, obscenity, terrorist threats, false advertising, or the promotion of actual or imminent violence or harm, speech not protected by the United States Constitution and/or the California Constitution, or speech that otherwise violates the restrictions in this policy, are not permitted and will be removed at any time by CCA staff. External digital links (QR codes) will also be reviewed and must meet the same standards.
- CCA reserves the right to remove postings prepared by external groups or their affiliates and supporters that are deemed irrelevant to the CCA student experience and/or academic mission of the college. Solicitation-only flyers will be removed at the discretion of CCA staff.
Location-specific guidelines
- Residence Hall Bulletin Boards. Postings in residence halls are subject to the “Policy on Posted Announcements in Residential Buildings”
- Administrative, Academic, Human Resource, Union, and Studio Operations Bulletin Boards. Postings on bulletin boards designated to those areas will be managed by the administrators/representatives overseeing those areas. Those specific bulletin boards will be labeled to distinguish them from other bulletin boards.
- Postings on academic office doors or adjacent windows and postings on administrative, facility operations, or studio operations doors or adjacent windows, are not subject to this campus posting policy.
Applicability
- This policy applies to property that CCA owns, leases or rents. In the case of leases and rentals, it applies only to the spaces that college actually rents and not the larger property.
